Money you hand to someone that obeys a page of rules you wrote, with a public record of every time the page had to say no.

01The problem

Everyone hands money to someone: a brother running the shop, a nephew handling a wedding, a flatmate keeping the house account, a bot that pays the freelancers. Today that is all or nothing. You either give them the card and hope, or you keep the card and become the bottleneck. There is no way to hand over money with rules attached that the money itself keeps, and no record of how well the person kept them.

Banks sell a crude version of this to companies as corporate cards with spend controls. Nobody sells it to a person, and nobody sells it for a bot, because the rails cannot check a five-dollar payment against a rule for less than the payment is worth.

02The product

The page. You write the rules in your own words: never more than $300 in one go, no more than $800 a day, only to the people on my list, nothing between 11pm and 6am, keep $500 untouched, stop everything if it drops below 70%, ask me for anything over $250. Each line compiles into one rule the contract enforces, or says plainly that it is words only. The money is held by the contract; the manager pays from it with their own wallet; every payment is checked against the page before it moves.

The stamp and the record. A payment that breaks the page is refused and stamped on a record with the clause that refused it. A payment over the ask line waits for the owner to answer from their phone. Nobody can edit the record, and every manager carries theirs to the next person who hands them money. The first screen is one story, one page and one gate, with a button that makes the manager try to break it.

03Why this is only possible on Arc

A rule is only real if the refusal is final before the payment it blocks could land, and a stop is final before the next payment is tried. Arc settles both in under a second. And checking a five-dollar payment against a page costs a fraction of a cent on Arc, so the page can govern a shop's petty cash and a teenager's allowance, not only a fund. USDC is the gas, so the owner never needs a second token to change the rules or take the money back.

04Who pays, and how it earns

  • A quarter of a percent of every payment that goes through a charter, taken by the contract at the moment of the transfer. Refusals cost nothing.
  • Pages for businesses. Written rules for staff, agents and contractors, with the record as the audit trail: a monthly line per seat.
  • Records as reputation. A manager's clean record, verifiable by anyone who hands them money next, and the marketplace that forms around it.

At ten thousand charters each moving a thousand dollars a month, the payment share alone is a mid six-figure annual line.

05The market

Corporate spend-control cards are a multi-billion-dollar category built entirely for companies. The people who hand money to a relative, a helper or a bot outnumber the companies a thousand to one and have nothing. Every AI agent that spends money on someone's behalf is a manager that needs a page.

06What is live today

The eight charters here are examples and say so: made-up people, example money, and the same evaluator the contract runs, so every refusal is exactly what Arc would do.
